In December 2005 driving licenses manufactured in compliance with European standards were made available to automobile drivers.

Transition to a new type of documents manufacturing was the result of EU requirements relating to forms and security documents compliant with international standards. Forged documents are primarily used by criminals including terrorists, illegal immigrants, drug mules and others.

The new type of driving license is a plastic card with all the necessary information on it. This card has eight levels of security. Along with a micro-text applied by means of a micro-printing method, the documents possess security elements marked by colour ink, which becomes visible only by UV light. Every driving license is covered with a holographic security film.

Special duplication anti-scanner grids are incorporated into driving licenses blank forms. Driving licenses have holder’s personal data, which meets the requirements of United Nations Convention on Road Traffic.

Driving licenses are manufactured at the State Enterprise “State Center of Documents Personalization.” The production areas of the facility are equipped with multifunction equipment from leading world producers that ensures counterfeit protection. There is strict manufacturing and issuance control as a result of the creation of a database containing information about all certified Ukrainian drivers.

Currently only residents of Kiev can obtain new driving licenses. Beginning in 2006, the new documents issue will be carried out all over Ukraine.
