The implementation of National driver’s licenses and vehicle registration certificates
In 2006 Ukraine launched the manufacture of National driver’s licenses and vehicle registration certificates in the form of plastic cards.
The documents were developed by the EDAPS Consortium. The samples of blanks for these documents were approved by the resolution of the Cabinet of Ministers of Ukraine of 30.11.2004 No 1615.
The blanks for driver’s licenses and certificates are manufactured by ZNAK Ltd. Holographic security elements are supplied by Specialized Enterprise HOLOGRAPHY Ltd.
State-of-the-art protected driver’s licenses have received recognition from the European Union.
For citizens of Kyiv and the Kyiv oblast the documents are personalized by the State Center for Document Personalization. Other regions follow the principle of a decentralized document manufacture in the divisions of motor licensing and inspection departments with the help of a hardware-software complex network developed by the EDAPS Consortium specialists.
